APPROVAL FOR PRE-START UP AND COMMISSIONING OF FPSO JOHN AGYEKUM
KUFUOR
We refer to our letter No. PC/ZA.SCR.056/OCTP dated 18th May, 2017 and your
letter No. GR/MD/2017/05/840 submitting construction completion and test
certificates to demonstrate Eni Ghana Exploration and Production Ltd. readiness
to commence production start-up and commissioning operations for loop 1 by
Saturday, 20th May, 2017.
The Commission has reviewed the construction completion, test certificates and
pre-commissioning check sheets duly certified by Eni Representative as a third
party Engineer and DNV-GL Surveyors.
Approval is hereby given to Eni Ghana Exploration and Production Ltd. pursuant
to the mandate of the Petroleum Commission under Act. 821 to commence the
introduction of hydrocarbons into the FPSO for pre-start and commissioning of the
facility.
We also acknowledge receipt of your letter dated 18,h May, 2017 with reference
no. GR/MD/2017/05/846 which was received on 19,h May, 2017 on the pre-startup
audit report and related Installation Completion Certificate in respect of the Loop
1 SURF installation.

This approval is granted subject to the following conditions:
• Eni shall comply with all regulatory approval to the extent that they are
applicable to the pre-start up operations.
• All commissioning operations shall be conducted in accordance with the
procedures for the purpose.
• The commissioning period shall be valid for three (3) months and if
successful an operational permit shall be issued upon application.
• The commissioning period may be extended upon application should there
be any operational challenges during the commissioning period.
• Eni shall submit daily reports during the pre-start up and commissioning
operations to the Commission.
• Eni shall ensure that Emergency Preparedness and Response Plan and
adequate resources are available at all times.
• Eni shall inform the Commission of any undue delay arising in
commencement of the pre-start and commissioning activities.
• Upon completion of the commissioning activities, a report shall be
submitted to the Commission for the necessary steps to be taken to issue
an operational permit and subsequently production permit.

Re; Notification of QCTP First QU Production startup and Request for pg Representative on¬
board the FPSO.
We refer to your letter with reference number PC/ZA.SCR.056/OCTP dated 18th May 2017, requesting Eni
Ghana to submit Pre-Startup Audit Report and related Installation Completion Certificate in respect of the
Loop 1 SURF installation.
We hereby submit soft copies of the Pre-Startup Audit Report prepared by Eni Ghana subject matter
experts. We also included the related certificates of installation.
We understand from your letter and clarifications received later that, the Commission will initially issue a
Letter of Consent to enable Eni Ghana introduce hydrocarbons into the facility for commissioning purposes.
The Commission will later issue an Operations and Production Permits to Eni Ghana after successful
completion of the commissioning phase.
With regards to the issuance of the Operations and Production Permits, it would be helpful to know in
advance the documents required of Eni Ghana to satisfy the requirements of the Commission for the said
permits.
We are available to meet the Commission tomorrow morning to provide any clarifications on the Pre-Audit
Report and other documents submitted earlier, if required. We confirm that we would be ready to
introduce hydrocarbons into the facility as early as late afternoon Friday 19th May 2017, if we receive the
